Check it:

-3 is less than or equal to 2x - 1 is less than or equal to 5
 

when x = -1, -3 is less than or equal to 2 (-1) - 1 is less than or equal to 5, which gives -3 is less than or equal to -3 is less than or equal to 5. Yep!
 

when x = 3, -3 is less than or equal to 2 (3) - 1 is less than or equal to 5, which gives -3 is less than or equal to 5 is less than or equal to 5. Yep!
 

when x = 0, -3 is less than or equal to 2 (0) - 1 is less than or equal to 5, which gives -3 is less than or equal to -1 is less than or equal to 5. Yep!
 

when x = 100, -3 is less than or equal to 2 (100) - 1 is less than or equal to 5, which gives -3 is less than or equal to 199 is less than or equal to 5. Nope!

TRY IT:

-5 < 3x + 1 is less than or equal to 10

0 is less than or equal to 5x - 2 is less than or equal to 7
